Is it permissible to get a tattoo on the head to make it look like light hair to cover obvious baldness?

Thirdly, a man's baldness is not considered a significant defect, especially for the elderly. It is not permissible for him to cover his baldness with tattoos or hair extensions. However, if the baldness is early or disfiguring and causes psychological distress, hair transplantation is permissible. If that is not possible, covering the baldness with tattoos is permissible to achieve the benefit of concealing the defect.
