Is it permissible to speed up an audio recording of the Noble Qur’an?

There is no harm in speeding up a Quran recitation clip, as long as it does not lead to a violation of the rules of Tajwid. This is because reading in hadr is permissible, which is reading at a speed that does not cause the loss of madd (prolongation), ghunnah (nasalization), or vowel marks.
