Is a sister considered disobedient to her father if she hates him, mistreats him, and cuts ties with him, claiming he wronged her mother and was stingy with her, even though the father pampers her and fulfills her requests?

The rights of parents are great, and being dutiful to them is among the most obligatory duties, while disobedience to them is among the greatest major sins. It is obligatory to be dutiful to them and to keep their company with kindness, even if they are polytheists. If the daughter curses her father, screams in his face, and wants to cut ties with him, she is disobedient to her father. She should be advised and warned of the consequences of disobedience, and it should be clarified to her what Allah has enjoined upon her regarding dutifulness, and that it is not permissible for her to curse her father even if he is unjust. She must address her parents with politeness, respect, humility, and gentle words, in accordance with the Almighty's saying: "So do not say to them [anything that indicates] disapproval and do not reprimand them but speak to them a noble word. And lower to them the wing of humility out of mercy and say, 'My Lord, have mercy upon them as they nurtured me when I was small.'"
