Is it permissible to spend the iddah period at her family's home after an impulsive divorce that occurred during a phone call, and the husband refused to come and return his wife to the marital home?

A woman divorced by revocable divorce (talaq raj'i) must observe her 'iddah (waiting period) in her husband's home, and it is not permissible for her to leave it, based on the Almighty's saying: "Do not expel them from their houses, nor should they themselves leave." This right belongs to Allah Almighty, and the husband does not have the authority to waive it. She must return to it immediately upon learning of the divorce if she was outside.
