"Whoever neglected to pay while denying its obligation has disbelieved, by the consensus of the scholars. But whoever did not deny its obligation yet refrained from paying it has committed a sin. Zakat is not waived by not being paid. So, if someone dies without having paid it, it must be paid from their inheritance for all the years it was due. If it is difficult to ascertain the exact amount, then the certain portion of it should be paid. If the 'بدل الخلو' (premium for vacating a property) was unlawful, it must be returned to its owner or given away in charity. Usurious interest is forbidden and one is not permitted to own it. So, if someone dies after having taken it, it should be disbursed from their inheritance for charitable purposes. If its amount is unknown, an equivalent amount should be given out based on best judgment."
