Is it permissible to buy a booklet containing discount coupons (pay for one product or service and get the second free) in order to save travel expenses?

This booklet is part of paid discount cards, which are impermissible according to the majority of scholars due to their inclusion of ignorance (jahalah), ambiguity (gharar), and gambling (muqamara). A resolution was issued by the Islamic Fiqh Academy of the Muslim World League stating the impermissibility of issuing or purchasing these cards.
