Why was Iblis commanded to prostrate to Adam along with the angels when he is not one of them?

Allah commanded the angels to prostrate to Adam, and this command included Iblis, as Allah Almighty says: (Except Iblis, he was not of those who prostrated. [Allah] said, "What prevented you from prostrating when I commanded you?"). Scholars have mentioned that the reason for the command including him, despite him not being an angel, was his resemblance to them in their outward actions. Thus, he was included in the address and was condemned for disobeying the command.
