What is the ruling on paying a sum of money to allow an overweight carry-on bag through at the airport?

Paying money to pass a bag that is not the traveler's right is considered forbidden bribery. The Messenger of Allah, may Allah bless him and grant him peace, cursed the briber and the bribed. However, if passing the bag is the traveler's right and they are prevented from it unless they pay money, then there is no blame upon them for paying to obtain their right or to avert injustice.
