The answer

The driver is not permitted to obligate the pilgrim (Hajj or ) to pay anything in excess of the agreed-upon transportation fare. Regarding the carrying of gifts and luggage, if the contract does not stipulate that the driver is obligated to carry them, then he is not required to do so. He may request a fee for carrying them if the vehicle is his property. However, if he does not own the vehicle, then he may not take anything except what his employer, who owns the vehicle, has authorized.
