The answer

This Hadith was narrated as Marfu’ (attributed) to the Prophet, peace and blessings be upon him, and as Mawquf (attributed) to Ibn Mas’ud. Al-Daraqutni favored that it is Mawquf on him. A Hadith with a similar meaning was reported from Abu Darda’ as Marfu’ to the Prophet, peace and blessings be upon him. These narrations include the affirmation of the attribute of laughter for Allah in a manner befitting Him, the lack of hesitation among the Salaf in narrating them, the recommendation of sending blessings upon the Prophet when performing night prayers (Qiyam al-Layl), and the virtue of Jihad and Qiyam al-Layl in solitude.
