Is arms dealing forbidden or permissible?

Islam has encouraged trade and considered it among the principles of lawful earnings. The Holy Quran referred to it as "the bounty of Allah," permitted selling, and forbade usury. The Companions engaged in trade, and the Prophet, peace be upon him, traded with Khadijah's wealth. A merchant must know the rulings of buying and selling and ensure their transactions are blessed, free from deceit and false oaths. The trade and manufacture of weapons are permissible if regulated by Sharia controls. Indeed, it is a communal obligation (fard kifa'i) upon Muslims to achieve self-sufficiency. However, it is not permissible to sell weapons to Muslims during times of fitna (strife) nor to disbelievers to strengthen them against Muslims.
