It is not permissible to purchase weapons circulating among people for two reasons: First, because they are the state's weapons, seized by rebels and traded by those who do not own them. Allah the Almighty says: "Indeed, Allah commands you to render trusts to whom they are due." Second, because the state commands that these weapons be handed over to it, and it is obligatory to obey it, as Allah the Almighty says: "O you who have believed, obey Allah and obey the Messenger and those in authority among you." A fatwa has been issued mandating the surrender of these weapons and prohibiting their trade.
