What is the ruling regarding a man having intercourse with his wife during the daytime in Ramadan without ejaculation?

Whoever has intercourse with his wife during the daytime in Ramadan by inserting the glans of his penis into her vagina, then he must offer the severe expiation (al-kaffarah al-mughalladhah), regardless of whether he ejaculated or not. He also has to make up for that day.
