Does the Bukhari Hadith: "When the Messenger of Allah, peace and blessings be upon him, wanted to be intimate with one of his wives, he would command her to tie her izar while she was menstruating," contradict the Quranic text: {So keep away from women during menstruation and do not approach them until they are purified}?

There is no contradiction between the command to keep aloof in the verse and the mentioned narration. The verse prohibits intercourse during menstruation, while the narration permits enjoying the menstruating woman in ways other than that, as many scholars have stated. The Prophet, peace and blessings be upon him, when he desired something from a menstruating woman, would place a garment over her private parts.

The meaning of keeping aloof is to abstain from intercourse, not from sitting together or touching. It is permissible to enjoy her in ways that exclude the private parts or that are above the waist wrapper, and the Sunnah clarifies what is in the Qur'an.
