It is not permissible for a merchant who accepts credit cards to add any amount to the cash price, as this may lead to the suspicion of usury (riba). A buyer using an un-covered credit card is borrowing from the bank, and adding an amount makes the loan usurious. As for a covered card, the bank is a guarantor, and it is not permissible to charge a fee for a guarantee. The Islamic Fiqh Academy has stipulated the permissibility for the bank to take a commission from the merchant, provided that the selling price by card is the same as the cash selling price. Accordingly, it is not permissible for gas stations or merchants to add any cash amount to those who purchase with credit cards, even if it is to compensate for the commission, in order to avoid suspicions.
