Is a marriage considered valid if it took place without the guardian's permission, but was attended and blessed by relatives, the mother, and the brother, and then a public celebration was held for it?

The marriage is valid if it was conducted by a Sharia judge, and her guardian (her brother) is at a distance exceeding 85 km from her, and the suitor was suitable for her. If the closest guardian is absent by a distance of two stages (i.e., more than 85 km), the ruler may marry the woman on his behalf without seeking his permission. However, if the distance is less than that, the marriage should not be conducted except with his permission, according to the more sound opinion. If the woman claims the absence of her guardian and her being free from marriage and iddah (waiting period), the ruler should accept her statement in that regard and marry her off.
