Your brother is not permitted to bring intoxicants into his shop or sell them to anyone, because intoxicants are an abomination that must be destroyed, and it is forbidden to keep them. Selling them is a form of assistance in sin, and Allah Almighty says: (And cooperate in righteousness and piety, but do not cooperate in sin and aggression). The Prophet, peace and blessings be upon him, cursed intoxicants, their drinker, and their seller. What was mentioned is not a necessity that permits the sale of intoxicants. Your brother should be advised not to reside in those countries.
