It is permissible to pay expiation to sanitation workers due to their prevalent poverty. If a sanitation worker states that his friend is like him [in poverty], or if you assume so, it is permissible to pay it to him. If it later becomes apparent that the recipient of the expiation is wealthy, it is still considered valid by some jurists, because the determining factor is the assumption [of poverty], not the reality, as poverty is a hidden matter.
