Is it permissible to give the expiatory payment for an oath (kaffarat al-yamin) to laborers and shop owners who are neither poor nor rich?

The poor person is one who has no money, or has money that is insufficient for himself and those he supports, and he has no one to support him. If the workers and shop owners are in this situation, then it is permissible to pay the expiation to them; otherwise, it is not.
