Is it permissible to pay the expiation for an oath (kaffarat al-yamin) by feeding ten needy people in Palestine, if the donation to Palestine includes medicine and food?
It is permissible to send expiation for an oath (kaffarat al-) to its rightful recipients in Palestine, as scholars have explicitly stated the permissibility of transferring expiation to those who are not among the poor of the country where it became due. It is recommended that the expiation be in the form of food, if possible, to avoid jurisprudential disagreement regarding the permissibility of giving its value in cash. The majority of jurists do not consider giving cash value to be sufficient, while Abu Hanifa and Ibn Taymiyyah hold the view that it is permissible to give its value in cash if that is more beneficial for the poor.
