What is the ruling of the Sharia on a husband who refuses to settle his divorce, does not financially support his children, and demands that his ex-wife live on bare necessities, after he exploited her weakness and betrayed trust, despite her attempts to resolve the matter amicably through the Dar Al-Iftaa (Fatwa Council)?

The maintenance of the wife and children is obligatory upon the husband. If the wife spends on her husband with the intention of being reimbursed, she has the right to reclaim what she spent, provided she has proof or an oath. It is advised to resort to wise people for reconciliation, otherwise, the Sharia (definition) judiciary is the ultimate arbiter. It is also recommended to be patient, seek reward from Allah, and have a good opinion of Him.
