Is it permissible for there to be pre-arranged tribal settlements in Libya stipulating a blood money (Diyya) of 13,000 dinars, knowing that this amount is only approximately one-sixth of the legally prescribed blood money, and should this amount be paid to minors, and can the guardian of the minor accept it?

The original legal blood money (Diyya) is one hundred camels, or their equivalent in other livestock, such as two thousand sheep or two hundred cows, or one thousand gold dinars, or twelve thousand silver dirhams. The value of the Diyya varies according to time, place, and market fluctuations, and it must be appraised in the currency of the country to ensure the full rights of its beneficiaries. The guardian of orphans and minors is not permitted to waive any part of their rights unless it is for their benefit.
