What is the Sharia ruling on the tribal custom of setting the blood money (diyya) for accidental killing at 120,000 Algerian Dinars for a man and 80,000 Algerian Dinars for a woman, and is it permissible to collect blood money in such small amounts, and is one who participates in collecting it in this manner sinful?

The blood money for accidental killing is Islamically stipulated and cannot be altered except with the consent of the mature and discerning heirs of the deceased.
