How is Zakat on money paid if a year has passed, and you have remaining car installments equal to the value of the saved amount, in addition to a credit card secured by this amount?

If you have wealth and a year has passed on it, and you owe a debt equal to it, then zakat is not obligatory upon you, according to the majority of scholars who hold that debt is deducted from zakat. However, according to Ash-Shafi'i in his new opinion, and Ibn Baz, and Ibn 'Uthaymeen, debt is not deducted from zakat, and thus zakat becomes obligatory upon you. And the madhhab of Malik is that if you have an asset that can be used to offset the debt, then zakat is obligatory; otherwise, it is not. The most cautious opinion is that debt is not deducted from zakat.
