Whoever owns the nisab (approximately 85 grams of pure gold) and this wealth remains with them for a full lunar year, Zakat becomes obligatory upon them. The fact that the money is saved for a specific purpose does not prevent this obligation. If the debt became due after Zakat became obligatory, it does not prevent Zakat. However, if the debt was due before the completion of the hawl (lunar year), there are different scholarly opinions on the matter.
