What is the ruling on touching or reading the Qur’an from laser discs on which the Holy Qur’an is recorded during menstruation, as well as books that contain the Qur’an with exegesis?

Laser discs (CDs) on which the Qur'an is recorded are not considered a Mus'haf (physical copy of the Qur'an), and therefore it is permissible for a menstruating woman and one who is not in a state of purity to touch them. As for books of Tafsir (exegesis) that contain the Qur'an, it is permissible to touch them absolutely, regardless of the proportion of Qur'an within them. Similarly, it is permissible for a menstruating woman or a woman in postpartum bleeding (nifas) to recite the Qur'an without touching the Mus'haf. This includes reading from computer screens and the like, even if it leads to touching the screen or the discs.
