The majority of scholars prohibit a menstruating woman from reciting the Qur'an, whereas Imam Malik and some scholars permit it for her, and this latter view is closer to what is correct. There is no difference in the ruling between reading from a physical Mushaf or from a computer, as both are considered recitation. Touching the computer keys to turn the pages of a digitally recorded Mushaf is not considered touching the Mushaf itself.
