Is a man considered to be in error if he insists that a man photograph him with his niqabi fiancée (with only her face uncovered) during the marriage contract, given that she wishes a woman would do it?

Praise be to Allah for a religious, veiled wife, for she is a joy to behold, as stated in the Quran. It is forbidden for a woman to unveil her face before non-mahram men, and for them to look at it, if there is a fear of temptation (fitna). Since the bride is in her full adornment on her wedding day, it is not permissible for her to unveil her face before a non-mahram man, nor is it permissible for a non-mahram man to look at her.
