Looking at the fiancée is for the suitor who has decided to propose. However, some scholars have allowed the suitor to delegate a man or a woman to look. Some scholars have also permitted looking at the face of a non-mahram (definition) woman when there is no fear of temptation. Therefore, if the woman permits the suitor's father to look at her face, with no fear of temptation, there is no harm in that, especially if she fears a delay in her marriage.
