What is the legal ruling regarding the white drop that a person finds upon waking up for Fajr prayer, especially in hot places, given their doubt that it is semen requiring a ritual bath (ghusl)?

Scholars have differed when a person is uncertain whether the discharge from his penis is semen (mani) or pre-seminal fluid (madhiy). Some say he must apply the rulings of both to ensure his purity. Others say he has a choice: if he wishes, he may treat it as semen and perform ghusl (ritual bath); if he wishes, he may treat it as pre-seminal fluid, wash his penis and whatever of it touched his body and clothes, and perform wudu (ablution). This latter opinion is more lenient for the burdened individual, while the former is more cautious.
