Who is the Muslim for whom Allah has permitted breaking the fast during the month of Ramadan?

It is (recommended) for a traveler who is allowed to shorten prayers (qasr) to break their fast, and for a sick person who fears harm. As for those who are not legally responsible (mukallaf), such as a child and an insane person, fasting is not obligatory for them. Fasting is valid from a child, but not from an insane person.
