Is Zakat and sadaqah obligatory upon a woman who is in a difficult financial situation, sometimes cannot find food, and has a working son, knowing that she does not wear hijab and does not pray?

A woman's neighbors should consistently advise her and encourage her to pray and observe the legal (Shariah-compliant) hijab (definition). As for abandoning prayer out of denial (juhud), it is considered disbelief (kufr) by the consensus of Muslims, and zakat (definition) should not be given to someone in such a state. If the abandonment of prayer is due to negligence or laziness, scholars have differed on its ruling. The majority view is that the person does not become a disbeliever, and it is permissible to give zakat to them. However, according to the Hanbalis, it is not permissible to give zakat to such a person if they are called to prayer by the rulers and do not pray. Giving zakat to this woman is valid, Allah willing, and it should be a means of inviting her and improving her condition. As for voluntary charity (sadaqat al-tatawwu'), it is permissible to give it even to a disbeliever.
