Is it permissible for me to abandon my sister, who has been described as obstinate, domineering, and disobedient to her father, and who tries to control family members, and abuses my wife and her family verbally, especially after attempts at reform through kindness have failed and only made her more defiant in her abuse?

Kinship ties are obligatory to maintain, and severing them is forbidden and one of the major sins. The fact that a sister is disobedient (fasiqah) or harmful does not totally permit cutting her off. Rather, maintaining ties with her is obligatory to the extent and in a manner that does not bring harm to the one who maintains the ties. This could be a minimum level that removes the severing of ties and does not result in harm, such as simply greeting her.
