Is it permissible to return to Europe, fearing for one's religion and the religion of one's children, given the inability to obtain official residency in Islamic countries, despite the obligation of Hijra?

Emigration from lands of disbelief is obligatory for whoever fears tribulation for himself and his family, or is unable to openly practice the rituals of his religion. If a person is unable to emigrate due to an excuse, then it is permissible for him to reside there, because obligations are waived due to inability, and Allah does not burden a soul beyond its capacity. Allah has exempted the weak and oppressed who are unable to emigrate, as He states: "Except the weak among men, women, and children who cannot devise a plan nor are they directed to a way. For those, Allah may pardon them, and Allah is ever Pardoning, Forgiving." And whoever intends to flee with his religion from the lands of disbelief to the lands of Islam, Allah has promised him good in this world and the Hereafter, and he will find a place on earth where he can practice the rituals of his religion.
