Is the ḥadīth: "The izār (garment covering the lower half of the body) of the believer should be to the middle of his shins; there is no sin upon him regarding what is between that and the ankles. Whatever is below the ankles is in the Fire" authentic, and was it authenticated by Al-Albani?

The Hadith, "The Izrah (garment/loincloth) of a believer reaches to mid-calf. There is no blame on him for what is between that and the ankles. And what is below the ankles is in the Fire," which he (the Prophet) repeated three times, is authentic. It was narrated by Imam Ahmad and others, and Al-Arna'ut authenticated its chain of narration according to the conditions of Muslim.
