Is expiation (kaffarah) and blood money (diyah) obligatory upon a man who came from Syria and whose car collided with a camel at night, leading to the death of his wife and two of his children? And is the owner of the camel liable for anything if he is known? And how much is the blood money for each person?

It is necessary to refer to Fatwa no. 44157 and its references to understand when blood money (diyya) and expiation (kaffara) are obligatory, their amounts, important details, and the resolution of the Fiqh Academy. The owner of the camel is an aggressor by letting it loose and not securing it. Therefore, if the car owner was not an aggressor or negligent, the blood money is on the camel owner, and the camel owner has no claim against the car owner. (See Fatwa no. 44529).
