What is the ruling on the Imam and congregants reciting Al-Fatiha after completing each prayer, and what is the ruling on reciting the Qur'an in circles in the mosque daily after Asr prayer?

Reciting Al-Fatihah after every prayer is not from the Sunnah. The persistence of the Imam and the congregants in doing so, believing it to be Sunnah or one of the prescribed post-prayer supplications, is considered an innovation (bid'ah). This is because the prescribed remembrance after prayer is that which is authentically reported from the Prophet, peace and blessings be upon him. As for daily Quranic recitation circles in the mosque after Asr prayer or at other times, they are from the Sunnah and among the best acts of drawing near to Allah Almighty, due to the Prophet's saying, peace and blessings be upon him: "No people gather in one of the houses of Allah, reciting the Book of Allah and studying it among themselves, but tranquility descends upon them, mercy envelops them, angels surround them, and Allah mentions them among those near Him."
