How can a Muslim citizen know if the taxes he pays to the state are spent in rightful ways, and is it permissible for him to evade paying them?
Taxes are of two types: permissible and forbidden. Permissible taxes are those imposed by the state to provide essential services (such as roads, hospitals, and schools), provided that the public treasury is insufficient for this, and that there is no negligence or misuse of public funds. As for forbidden taxes, they are those imposed without any return, or when the public treasury is sufficient, and they are Haram (forbidden) by Sharia. If the taxes are of the forbidden type, then there is no sin in evading them or helping others to evade them. However, if the state determines employees' salaries and the laws stipulate deductions from them, then the salary in this case is the net amount after deductions, and it is not permissible to evade these deductions because they are not truly part of the salary.
