What is the ruling of Islamic law on participating in a competition organized by a telecommunications company, where it is required to recharge 2000 Algerian Dinars or more to enter a draw for an apartment, knowing that there are no additional taxes or deductions, and is it permissible to participate in it by increasing the usual recharge amount?

It is permissible to enter prize draws offered by shops and companies under two conditions: first, that the person does not buy the commodity for the sake of the prize, but rather out of a genuine need for it; and second, that the commodity is not sold for more than its usual price. Therefore, if topping up your balance for the coming month does not result in a discount or an increase in cost, and you are in need of this balance, then there is no harm in entering the draw. This is because you have not paid additional money for the prize; rather, you have paid the usual cost for something you need. Paying money for something one does not need, for the sake of a prize, falls under the category of forbidden gambling (maysir), which is the uncertainty between gaining or losing.
