Is it permissible to place the clothing of ten needy people—a shirt for each person—in the clothing Zakat box?

It is not permissible to place a vow specifically designated for the poor into the general fund of a charitable organization, unless there is a dedicated fund for vows intended for the poor. This is because the vow is specific to them, and its disbursement must be exclusively for them, not for others. If the one making the vow specifies a particular recipient, then the disbursement must be made to that recipient, as Allah Almighty says: "And let them fulfill their vows." Therefore, placing a vow designated for the poor into a general donation fund is not sufficient, as the contents of that fund may be spent on other matters.
