What is the ruling on selling a portion of donated clothes to cover the expenses and wages of workers in a relief organization?

It is permissible for organizations to take a portion of donation funds to cover their expenses and pay employee salaries, whether in cash or from the proceeds of selling donated clothing, unless the donor specifies a particular use for their money.

If the donor specifies a particular use, it must be adhered to. It is advisable to remind donors that not specifying a use broadens the scope of discretion for those in charge.

The Islamic Fiqh Council has stipulated the permissibility for employees to take a certain percentage of the income, provided it is the equivalent wage or less, and paid to them according to their work. Employees may take their wages from charity funds (sadaqat), but not from zakat, unless they are among those appointed to collect and distribute it.
