Does the intention of giving clothing to the poor as charity count if one donates clothes to a charitable organization that sells them at symbolic prices to the poor?

Charitable organizations act on behalf of the donor in distributing alms (sadaqat). What they disburse from donations and alms in exchange for payment is not considered sadaqa, unlike if they disbursed it to the poor without compensation. Sheikh Abd al-Rahman al-Barrak explicitly stated that this is not considered clothing for the poor, because the poor person did not receive the clothes for free. It is also not permissible for the organization to sell donated clothes to the poor if the donors are not aware of this.
