Is it permissible for a worker in a charitable organization to use donation funds designated for the poor and needy to spend on needy families not registered with the organization, given that the donor did not stipulate registration with the organization?

It is not permissible to dispose of the foundation's money without its permission, as this violates the employment contract. Allah, the Almighty, says: "O you who have believed, fulfill [all] contracts," and the Prophet (peace be upon him) said: "Muslims are bound by their conditions." Furthermore, it constitutes a betrayal of trust, as the money was given to the foundation for it to dispose of as it deems fit.
