Whoever takes something that belongs to another must return it to him, for the Prophet, peace and blessings be upon him, said: "The hand is responsible for what it takes until it returns it." If it is impossible for one to return what he took to its owner, then he may donate it on his behalf, or spend it on some Muslim welfare. If he finds someone from whom he took money, he can inform him of the truth of the matter and tell him: "The association we previously decided upon, we did not pay the fees we collected to register it that year, and the money is available. If you wish for us to donate it to another association, or hand it over to you, I will do so."
