Is it permissible to pay 300 Sudanese pounds to a charity that sponsors orphans, as a charity (sadaqah) with the intention of returning a sum of money that was collected from 30 people for the registration of a charity that was not established, given the impossibility of returning the money to its owners? And what is the wording for the intention? And is it permissible to pay part of the amount now and the remainder later?

You are obligated to return the funds to their owners unless they permit you to donate them to a charity. For those you can reach, you must return their money, even through indirect means. For those you cannot reach, it suffices for you to give their money in charity on their behalf. When you pay the amount to the poor or an orphanage, you should intend that its reward goes to its owner. If you do not possess the entire amount, you can pay what you have until you find the rest.
