Does zakat become obligatory on the funds of a charitable organization designated to help the needy and the poor if a year has passed over them?

Zakat is not obligatory on the association's funds if their owners donated them and relinquished their private ownership, such that no profits or funds return to them from it, as it is considered a form of endowment (waqf).
