Is paying money to someone to facilitate obtaining a driver's license—with the fear of deliberate failure if payment is not made—considered bribery that warrants being cursed and entering Hellfire?

The unlawful bribe is that which is paid to invalidate a right or establish a falsehood. However, that which is paid to obtain a right or repel injustice is permissible according to the majority of scholars, and the one who takes it is sinful, not the one who gives it. Indeed, Ibn Mas'ud did this to repel injustice from himself.
