Is Zakat obligatory on amounts mortgaged in the bank and designated for paying blood money for car accidents?

If the owners of the funds donate them to pay for blood money for traffic accident fatalities, then there is no Zakat on them. This is because money donated for a charitable act leaves the ownership of its owner and becomes public property, on which there is no Zakat, similar to the funds of charitable organizations.
