Is Zakat obligatory on collected diya (blood money) funds if a year has passed on them?

Money donated to public entities such as the poor, mosques, or for paying blood money (diyyat) is not subject to zakat because it does not have a specific owner, and it resembles an endowment (waqf). Sheikh Ibn Baz was asked about funds saved by individuals for use in the event of accidents, and he answered that these donated funds for public welfare and cooperation in good deeds are not subject to zakat, because they were given seeking the countenance of Allah and their benefits are shared. Thus, they are collected charities to be spent in their intended way. The Permanent Committee for Issuing Fatwas also stated that funds collected in a fund for paying blood money are not subject to zakat if a year passes over them, provided that their ownership does not revert to those from whom they were collected if the project fails, but rather they are spent for the purpose for which they were collected or for other charitable causes.
