Is a person residing for work in a country treated like its permanent residents or like a traveler concerning prayer, fasting, and the Hady offering, especially if they are residing in Makkah?

A resident of Mecca for work is subject to the rulings applicable to residents. Therefore, he must complete his prayers, attend Friday prayers and congregational prayers, and fast with the people of the city. As for the sacrificial animal for Tamattu' Hajj (hady al-tamattu'), if his residence is permanent with no intention of moving, then he is considered like a Meccan and is not required to offer the hady. However, if his residence is temporary for work or study, there is a difference of opinion among scholars regarding this matter. It is more cautious for him to offer the hady, because his temporary residence for a specific reason does not make him a permanent resident of the vicinity of the Sacred Mosque.
